Utah's Dixie is expected to grow in population dramatically, over the next generation.
But Washington County Water Conservancy District officials say, that will be hampered if envirnomental groups get their way -- and block a proposed pipeline.
At a cost of nearly $1-billion, the pipeline would run about 140 miles, from Lake Powell to the St. George area.
But critics have said the project would scar southern Utah and discourage water conservation.
If it does move forward, ground would not be broken on the pipeline before 2015.
